    The State Vocational Rehabilitation Services Program is established under Title I of the Rehabilitation Act of 1973, as amended. The Program is a Federal-State partnership with a primary goal of providing vocational rehabilitation services to enable eligible individuals with disabilities to achieve gainful employment and economic self-sufficiency. The Program must be administered in accordance with the Rehabilitation Act, Federal regulations, and State rules, policies and procedures.

    The Disability Determination Branch (DDB) is also part of the Vocational Rehabilitation and Services for the Blind Division. DDB determines whether Hawaii applicants for Social Security and Supplemental Security Income (SSI) disability benefits meet the required medical and/or psychiatric/psychological and vocational criteria to be found disabled.

    VR exists to serve its participants and employers. We plan with participants to deliver the timely and individualized vocational rehabilitation services they need to achieve their aspirations for meaningful employment. We plan with employers to deliver the employees and other services they need.
